About the Umm Al Hayman (UAH) Wastewater Treatment Project
The Umm Al Hayman Wastewater Treatment Company K.S.P.C. (the “Company” or “UAHPC”) is a Kuwaiti Shareholding Public Company established primarily under the Law No. 116 of 2014 regarding Public Private Partnership (PPP) and its executive regulations. The primary objective of the Company is the development of Umm Al Hayman Wastewater Treatment Plant (the “Plant”) mandated through a Transmission and Sewage Treatment PPP Agreement (TST PPP) signed between the Company and the Ministry of Public Works in the State of Kuwait on 23 January 2020.
UAHPC is 40% owned by a private consortium comprising of WTE Wassertechnik GmbH (WTE) and International Financial Advisors (IFA) and 60% owned by the Government authorities of the State of Kuwait comprising Kuwait Investment Authority (KIA) having 10% shareholding and Kuwait Authority for Partnership Projects (KAPP) having 50% shareholding (on behalf of the Kuwaiti nationals). The 50% shareholding owned by KAPP will be distributed to the Kuwaiti nationals through a distribution process managed by KAPP.
The Umm Al Hayman (UAH) Wastewater Project (the “Project”) consists of the construction of the plant within the boundaries of the current Umm Al Hayman purification plant located 50 kilometres south of Kuwait City. The plant will treat wastewater with an initial capacity of 500,000 cubic meters of average daily flow. The Project also includes the construction of sewage and treated water lines from Egailah pumping station to the new station, 300 sewage rising mains and 68 ground reservoirs, together with a major power transformer station.
The new sewage treatment plant can further expand by 200,000 cubic meters per day, ultimately reaching a final capacity of 700,000 cubic meters per day. The Project consists of two parts, one of which will be developed according to the Build, Operate and Transfer (BOT) system and the second according to the Design, Build and Operation (DBO) system.

Our Project
The Umm Al Hayman Wastewater project is one of the world’s largest project treating sewage wastewater from southern Kuwait to supply agriculture and various other industries with the highly treated wastewater (treated sewage effluent – ‘TSE’).
The dimensions of the project, which is being carried out by WTE as a one-stop solution, is enormous. At its heart is the wastewater treatment plant, designed for 1.7 million people – which will be expandable at a later date – is part of a 450 km long network of wastewater and TSE pipelines, pumping stations and vast reservoirs.
The plant, which will also receive its own 300 kV substation thanks to WTE, will produce its own biogas in the course of the purification process, which will cover a huge part of its energy requirements itself.

At the beginning of April, WTE Wassertechnik GmbH, Kuwait Branch took over the management, operation and maintenance of the Al-Riqqa and Umm Al Hayman wastewater treatment plants, as well as various wastewater pumping stations in Kuwait.

Extract from WTE-GB 2017/18. The consortium WTE / IFA was the most successful bidder for the construction of a wastewater treatment plant including sewerage system and pumping stations, and was able to sign the Letter Agreement on November 8, 2018. (This enables WTE to establish the project company, which in turn will sign the PPP Contract and the further project contracts).
